Heritage Protection Overlay Zone (HPOZ)
Pinelands
The layout of Pinelands is based on the revolutionary town planning ideas of Sir Ebenezer Howard and the first “Garden City” to be developed in South Africa. The Local authority considers Pinelands as a suburb containing structures, landscaping, natural features, or sites with historic, architectural, cultural or aesthetic significance and declared it a Heritage Protected Overlay Zone (HPOZ). This was made official in March 2013.
A HPOZ is designed to protect significant homes (many of which are historically graded or deemed architecturally significant), preserve the broader heritage value and architectural character and prevent out-of-character development in the area.

All planning applications must be seen by the Heritage Advisory Committee (HAC) and must be in keeping with the character and streetscape of the area.
All trees and vegetation in the HPOZ are protected.
What is the Pinelands HAC?
The Pinelands Heritage Advisory Committee was established in 2014 to help comment and advise on plans within the new HPOZ. , in response to the unfortunate development situation that transpired at 24 Forest Drive.
HAC consists of volunteer members, with expertise in architecture, landscaping, and engineering. They will assess the application by means of their guidelines as to whether it is a “contributing” or “non-contributing” member of the HPOZ in its “appropriateness” to the HPOZ’s preservation plan.
